The guiding principle of the UNESCO World Heritage Convention is the ‘consideration that parts of the cultural or natural heritage are of outstanding importance and must therefore be preserved as part of the world heritage of mankind as a whole’ (from the preamble to the World Heritage Convention). By signing the Convention, the States Parties undertake to protect the World Heritage sites located within their borders and to preserve them for future generations.
